About Municipality

New Page 4 The actual duties of municipalities (approved at 1930) are more than current assignments and most of them (such as light and water supply, installing and surveillance of price sheet,…) are done by other government agencies or associate of them. But some of major cities management’s new and basic requirements (such as reduce traffic and facilitate traffic, environmental protection and reduce air pollution, automation of citizens affairs and promotion of city’s culture and city’s welfare) are not part of the municipalities’ duties, and coordination and partnership of other relevant units are not approved and required, which make imposable to organize and perfectly guide a major city, so it seems necessary to review the present laws of major cities management.
The most important actual duties of municipalities are followed:
1- Development, cleaning, maintenance and modification of streets and channels of water and waste
2- Proposing urban reforms, licensing for building or modification of all city’s buildings
3- Attending and collaboration in residents’ health (to prevent common diseases and disposal of harmful animals)
4- Establishing cultural and health institutions and cooperative financial assistance to physical education associations and mosques and schools
5- Preparing trade regulations and proposing them to city council and surveillance trades’ affairs, business licensing for trades, closing places without license and preventing the creation, establishment and continue working of unhealthy or annoying places
6- Adopt the necessary measures for protecting city against flood and fire, building required public places (such as slaughterhouse, field, kindergarten, stadium, mortuary and cemetery and preparing dead bodies transportation)
7- Adopt the necessary measures for building cheap houses for poor people and collaborating with organizations responsible for maintaining buildings, Antiquities, mosque and etc.
8- Preparation and determination of public sales fields and adopt measures for quality and good management of meat and bread sales, and transportation of vehicles
9- Proposing the establishment or abolition of city tolls, changing the type and quantity of tolls, estimating and planning the budget and amendment complement and proposing and executing constructions plans (with council approval)
10- Doing other matters approved by city council
The most important actual duties of mayors (executer of Tehran municipalities’ duties) are including the following cases:
- Receiving approved plans and policies of municipalities related to the region duties and planning for executing them
- Monitoring of compliance of all laws and regulations related to duties and take necessary actions for correct execution of all regulations and instructions issued by municipality, while continues informing of sudden changes
- Control and Monitoring of the security of municipality assets (moveable and immoveable) and managing them
- Monitoring of municipality’s transactions whether buying or selling of moveable or immoveable properties, renting or leasing in the name of municipality and also affairs related to the lands which are situate in the way of construction projects, according laws of trading and financial regulations and based on delegated authorities
- Monitoring of estimates and yearly budget proposals based on forms and instructions issued by central municipality and request for change or complement if necessary
- Monitoring of all current and construction costs according improved budget and preparing financial and administrative reports and necessary statistics wherever municipality laws or regulations demand
Note: Mayor and his financial and administrative assistance are responsible for executing municipality budget and assigning this task from the mayor to any other officers would not disclaimer him/her
- Monitoring of region’s legal tolls and incomes according to related tariffs and instructions and trying to encourage people for paying tolls in time and welcoming their corporation
- Monitoring of administrative, personnel, services and procurement affairs according related provisions
- Proposing the members of trade and transference commissions
- Monitoring of matters related to building licensing, building certification, business licensing, no violation certification, plan Inquiry, Splitting request investigation and generally constructions control in the region and prevent illegal construction activities according to issued criteria and instructions
- Monitoring of construction performances such as construction, correction and expansion of roads, sidewalk, squares, curbs, asphalt and similar things according to programs and issued instructions
- Anticipating and do necessary act for protection the region against natural and unnatural disaster (flood, earthquake,…) and roads and public place immunization by coordinating with related units
- Monitoring of public health control and environment cleaning by garbage collection, road cleaning, creek and public water canal cleaning, waste management and canal dredging
- Monitoring of green areas and public park construction and beatification of region according to issued plans and criteria
- Monitoring of prevent the activity of environment polluter industries and intruder activities by coordinating with related units and preventing any illegal usage of public places
- Monitoring of activities related to improving transportation and traffic control such as geometric correction of roads, installation and maintenance of traffic lights and … according to issued plans and criteria
- Monitoring of social and cultural activities such as construction and running cultural places, recreation and sport centers, libraries and collaboration in protection of ancient and historical places and held up sports competitions while following the related rules and according to issued planning
- Monitoring of the way of choosing qualified contractors according to related rules and criteria, for performing constructional and public services projects, and contract with them and quality and quantity control
- Consideration and definitive statements about public complaints and doing necessary action to fix the problems
- Monitoring of national and public ceremonies by collaborating with related organizations
- Monitoring of collection, organizing, and maintenance and updating of all statistics and information related to duties and collaborating with Statistics, Information and Computer Services Office and Studies and planning Center of Tehran City and other units who needs these information according to their duties
- Monitoring and coordinating for cooperation with department of formation and education in in formation matters, improvement methods and education of region’s staff and other municipality units
- Monitoring of periodic and sectional reports about region activities and approved them for issuing to authorities according to related rules and instructions
- Performing other matters which referred or empowered by superiors
